Description
With over 29 years of experience in public management and policies for national
development, Gustavo LuÃs de Souza Motta is a Specialist in Public Policies and
Government Management for the federal government of Brazil. He holds a degree in
Administration and postgraduate degrees in Foreign Trade, Oil and Gas, and Public
Policies. He currently develops public policies for the biofuels sector at the Ministry of
Mines and Energy (MME), advising authorities from the Ministry. Previously, he led the
International Affairs Advisory Office of the National Institute of Meteorology (INMET),
coordinating Brazil's Permanent Representation to the World Meteorological
Organization (WMO) and developing public policies for the sector, such as the new
National Meteorological System and SIM-INMET, with a focus on mitigating climate risks.
Gustavo Motta also has extensive experience in international business development,
having worked at Petrobras, Correios (the national postal service of Brazil), and the
Brazilian Agency for Industrial Development (ABDI). At the MME, between 2015 and
2021, he was one of the leaders in the formulation and implementation of the National
Biofuels Policy (RenovaBio), which created the first Brazilian carbon credit market.
