Description

Fernando serves as a Senior Executive at CAF within the Physical Infrastructure and Digital Transformation Office in Panama. Boasting over two decades of experience in the energy sector, he has committed 14 years to CAF. His previous roles include Associate Director at IESA's International Centre for Energy and Environment and Manager in the Finance and New Projects Department at Electricidad de Caracas. Fernando's expertise is also reinforced by his tenure at the Planning Ministry of Venezuela and his academic achievements, holding an Economics degree from Universidad Central de Venezuela and a Master's in Public Administration from Harvard University's John F. Kennedy School of Government. Additionally, he is recognized for his involvement in international energy and climate change initiatives, notably the U.S. government's Visiting Leaders Program in 2010 and a specialized course at Harvard in 2016.
