Dr Ian Skinner is an independent consultant with over 20 years of experience working on EU low carbon transport policy projects for the European Commission. Ian has worked extensively on fuel economy / CO2 emissions standards for vehicles for the European Commission, as well as on vehicle incentives and the EU’s car labelling legislation. Ian worked on the initial projects that led to the original car and van CO2 Regulations in the EU, and has continued to work on the legislation, including on the 2015 evaluation and the 2021 review. He has also worked on the EU’s HDV CO2 Regulation, including on one of the early Commission projects on HDV CO2 emissions, which was published in 2010, and the review of the Regulation, which was completed earlier in 2023. He also worked on a project for the Commission that reviewed the HDV fuel economy standards that are in place in other countries around the world. In addition, Ian has worked extensively for the European Commission on a range of EU transport policies, and since 2022 has supported the IEA in its work on fuel economy standards outside of Europe.
